The same dual wielding problem occurs with the R'lyeh freespawns as well whenever they have a weapon and tentacles (e.g. the plain "Hybrid" on land). The problem with Hybrid Troopers is definitely of higher priority though, since they are national troops and the dual wielding penalty cuts their attack rating down to 6
