Hello! Yep, there is indeed a very good and friendly community here, and lots of MP games going on.
I think all your reasoning is correct, except that the +3/2 is rounded down to +1, because penetration bonuses are rounded down as I understand it.
As for the table - yep, and it's very useful - see page 5 of the manual.
