I believe those are the only effects of the spell. It is primarily used by Niefelheim (maybe Caelum, or is it Niefel only, now?) to freeze the world for their troops' benefit. Note, it DOES affect the whole world. If you've got a really good Air commander, toss Fata Morgana on it for fun and profits.
