This has me thinking.
If you assassinate the sole commander of a besieging army, they would be utterly leaderless because of the lack of PD for a besieging army. Would this army immediately rout if attacked by the most mundane of forces, say a lone Hoburg priest? Or would high (or very high) morale troops stand for a few rounds, maybe archers fire a round or two?
