Yep, elder dwarf is multihero from Worthy Heroes. They have earth 4. I have 2 heroes myself with +3 luck - if Vanheim has luck scales it would be quite normal for him to have some heroes too
With Worthy Heroes mod, Luck scale is worth a little bit more than in normal game.
