I didn't see anything that actually said Google claims ownership of files... just hearsay and speculation about marginally ambiguous terms. All they appear to get is the right to reproduce them, which is necessary for them to be able to provide the service in the first place. How can they store and show you your file if you don't grant them any right to do so? "Reproduction" has been scrutinized strangely in numerous court cases over the last few years, so they want some legalese to cut such nonsense off from the get-go. To me, that seems to be all that is going on...
