My top 2 priorities are the Scepter of Dark Regency and the Soulstone of the Wolves. The Chalice is good, but I think it's more important to build so that no one else can have it rather than building it for its own merits.

There are quite a few worthless artifacts, I'm not sure which one is the bottom of the barrel. Sandals of the Crane is probably the least useful, but at least it doesn't curse or horror mark you.
