Have that as well, using Kwoks Balance 1.10. Showed up after a minor nation surrendered to me and gave me Gas Colonizing Tech additionally to my Ice Colonizing. Haven't reported it up to now, though.

Thinking 'bout it, the error must have started occuring around turn 80 for me as well.
Strangely, now, at turn 95, it went away again ?
