In short, do they use them? Do they even build them?

I ask this because, if they do not, I should probably not allow them in my games against the AIs. I already do not do tech trades and allow either intel or mines. Those make the game too easy against the AIs.

One thing, though, can the training facilities be modded to include the whole system?

If so, perhaps that should be done, for the AIs sake.

I had a great battle against the Aquileans turn into a slaughter, to my disappointment. They could not hit me, and I rarely missed. My fleets and ships were at bonus 20%, and I guess theirs were not.
