The Rescue of Man
The aid of C'tis was specifically requested by Man, whose capitol was besieged, unprovoked, by Bandar's traveling circus. There was nothing wrong with Bandar's invasion of Man in itself, just a wee bit of extra-curricular conquest, but we did not wish to witness Man's capitol fall, and then see Bandar's circus trainers training yet more and more elephants and circus apes. Why, Bandar might have even managed to build up an army worthy of their aggressive and belligerent diplomacy!
We are returning all provinces of Man back to their rightful owner when the fight is over.
As for Pan ... Man may have spoken to them too. Of this, we are unaware. But when the conquest of Bandar is finished, and the last monkey barbequed, C'tis would fear to hold all of Bandar's provinces. For others would see what would be our huge tracts of land, and the seed of envy lives in all men's hearts. In order that C'tis may live within our means, we invited our northernly neighbors to share in the spoils of Bandar's lands.

Whether he submitted the post, or whether he did not, made no difference. The Thought Police would get him just the same.
