Just in case Pashadawg doesn't get back with updated start locations, I've attached a modified version of the Alexandria_no_sites map. It's been run through David Fidge's excellent
Starting Locations Modifier with min_neighbors=5, and min_sea=3.
In summary, all provinces with fewer than 5 neighbors have been marked "no-start".
