That's 4 out of 8 players in agreement - one more would make it a clear majority and barring a really commited 'no' I'd make the change at that point.

[edit] Okay, realistically it's 4 out of 7 pending the absorption of DryaUnda's last 3 territories.

I'll make the change, and people have until the next turn is generated to object.
