Your problems were in Windowed mode.
Did you read the text in the big red message box, in the "Running WinSPMBT" section at the very front of the Game Guide, starting

My guess - you may have "auto hide" set for your task bar and/or have moved the task bar to a non-default position on the desktop (like at the side)- if so, return it to default windows settings as advised in the Game Guide.
