Heat 3 gives units without fire resistance +2 enc. Heat 2, which I take is "moderate heat scale", doesn't give penalties to anyone. Heat 3 doesn't give penalties to Primanii Solaris, Limitanei Solaris, Heliodromii or the Lion commanders, but does give penalties to units without fire resistance, such as most other LA Pythium units and commanders.
In other words, I think you burned wrong stuff to get the heat up, because something clearly affected your senses.
