I think cradle would be too limiting, maybe something thats a bit more open? like glory of god or something?
and I wouldnt be against another neutral player, because the goods do have a great early game advantage with lower indie (no ones using tartans that early.) Also It would give another rumor mill to confuse, I really like the idea of neutrals.
