New empires have a 1 month 'grace' period where they cannot be challenged nor can they make a challenge until this period has expired. New empires shall be labeled 'Newbie' with a number showing days of 'grace' period remaining. New players are allowed to join an alliance but their territory is not available for any wars until their 'grace' period is over. No one is allowed to have or be in more than one empire.
