It's just the modded AI files I think. The game might make them a little more bad-tempered when you increase the difficulty level as well.

If you play Proportions you'll find that even the most psychopathic genocidal races will want to be your friend all the time.

Of course it might be something you are doing. AIs don't like ships or colonies in systems they consider "theirs" (Check the borders map), and they can get irate over other wierd things as well.

Best thing to do is to wait for them to declare war on you then smoke 'em =-)
