I can assure you, it works. Bman used it successfully against me very early in a game. Blockaded the Gremlin home planet. Got the little green suckers awfully mad on the 2 other planets within the system. Effectively sets you way back on resources very quickly. 
Oh well, maybe I can get even in Ay Chihuahua Numero Dos.
