As far as I know, Worthy Heroes 1.8 is older than Bogarus, so there aren't any Bogarus heroes in it. I wouldn't call it a bug per-se. Should still be some Bogarus heroes in the base game, though.
I just this turn got my first hero for Pythium. And, of course, he's terrible. You're not missing much.
