In a game with Arco I happened to mind hunt in one of my provinces (where there were several spies) and Rlyeh attacked it in magic phase with one S4 mage. My 4 mind hunters were all feebleminded, so I think it's (levelx40)% and not 40%/40%/40%/40%.

But I may also have been unlucky (I was anyway... as all my mages seem to have cast after Rlyeh's teleport spell).
