With respect to good starting spots, if you want 61 good starting spots, 900 provinces is just too small for a random map. I do not know who ever came up with the 15 province rule of thumb, but it makes for a crowded map.
if i had a do ever, i would have made it a 1200 province map, rectangular, and no wrap. That would make for 61 good starting spots.
