The bad news is I forgot to increase the tech area to go up to level 2. You're supposed to have to actually research what you've discovered to be able to use it in Proportions, but I made it impossible by mistake.

The good news is I've fixed and tweaked this in Proportions 2.2, due out tomorrow or Monday.
