Afflictions are not directly tied to critical hits, if that is what you are thinking.

The base chance of affliction is based off the % of max HP that the attack does to the target. So human sized 10hp mages are very likely to get an affliction from an arrow that only manages to hit for 7-8. I most often see Chest Wounds from the arrows, but I think I saw a Feeblemind once, and sometimes limps and cripples.
