Although I never tested it, I would bet that the AI would never make use of these construction ships, even if you make him build them in sufficient number to create a ring/sphereworld. I switched once my empire with several ring/sphereworlds under construction to AI control: The AI scrapped the construction bases although there were plenty of resources and the constructions were almost finished!
