I'm guessing it's not a bug per se. E9 is meant to add +4 prot to each piece of armour worn, and that's what it seems to be doing. Your helmet and body armour are getting +4, so are your bracers.
Does E9 body+helm+bracers+krupps bracers add an overall +12, I wonder?
