Yes, that's it. Green Eye = +2 penetration. Starshine Skullcap + Ring of Wizardry = +1 penetration directly, +2 to S which adds another +1 penetration. This math wouldn't hold up if there were an opportunity cost to using the headslot, but I don't think there is in this case: the Green Eye guy is just going to leave his headslot empty.
