Pretty sure I read it's more in the 60%-70% range, can't recall. But the reason it is banned is because Uncle Sam doesn't think we should recreationally ingest Artemisia.
We're only allowed alcohol itself, and the wise Puritans among us even tried to take that away, so we shot some of them. >.>
