It doesn't do anything. It's a placeholder for something that hasn't been implemented yet (one of several). quote:

On the Quadrant Map, one square is one light-year. The only thing this matters for is warp point creation; each level of the tech increases the maximum distance you can connect two systems from.
The System and Tactical Combat maps don't have any fixed scale.
