Its the other way around. The USMC one should be size 1. 6+ men are size 1, 5 or less are size 0. At least this is the convention.

As for AI the most effective work around to this problem so far is to simply use an American instead, they tend to put up a bit more of a fight than your average Artificial Idiot.
