Somehow, the ability to generate 235 Unrest doesn't coincide with my classification of "cool site".
But, I really am not sure that's entirely possible, from what magic sites actually do. I'm inclined to guess it's more plausible that some event happened like the bandit lord or the monster boar, and you forgot about it - that's happened to me a couple of times, though it's never gotten so high.
