I started a new single player game last night. In my 2nd province there were a couple of random events that brought the unrest in that province to 100. All I had in the province was a mounted indy commander that I set to patrol.
I set a few units to be recruited there, but upon looking at beginning of next turn , nothing was recruited.
At what point does unrest interfere with the recruitment process?
