Therefore, if you try to retrofit a ship with special tech you don't own, you will not be able to select the special components when creating the new design, so you will lose them.

This is true for *any* tech you don't own. If you retrofit a ship with DUC5 and you only have DUC4, you don't get to keep the DUC5 when you retrofit. Of course, any smart player would analyze that ship instead
