I propose the following provinces for starting provinces (if we do get a restart):

Land: 130 94 16 37 15 77 97 202 218 237
Sea 281 236

I would link 7 to 265, and 229 to 251. This way, we add 9 provinces to continous sea and level the playing field for sea players.
