Make sure the persons router is not blocking these ports. A lot of times ports will be blocked by default unless you specifically set the router to pass them somewhere in the router config. If you aren't sure how to do this, you will need to find a manual for the router or contact your ISP. Most routers for DSL home use don't come with a detailed Users guide, but you should be able to get one from the particular manufacturers website.
