Looking at the example save game, all the tigers are on 0 shots remaining. Zero, zip nada, zilch. You have used all your shot opportunities for this turn for these units.
You only get a certain number of shot opportunities per turn. These will reduce with suppression, firer movement and actually firing the weapon.
Wait for your next turn to get some more shot opportunities.
Meanwhile you can use the T or W keys to target things as much as you like - but the targeting routines will not fire anything with nil shots remaining. Nor will they fire if the ammo type needed is absent (e.g. out of main gun HE ammo when firing at infantry).

the game was saved AFTER the problem,when i started the scenario i couldn't fire the main gun only, but MG only was possible, i used all tank to try to find out what was happening
