In a game where I have an S9 bless, I sent several mages into battle wearing Shrouds. Oops - hang on. It is a bit more complicated. This is an SP game where I'm toying around with strategies, so I had the game folder backed up and could replay things.

Originally, I had equipped the mages with the shroud in the same turn that I ordered them to attack the next province. I looked at one of the survivors, and now he *did* have the shamrock Twist Fate icon (even out of battle, so one would expect it to work on Seeking Arrow). I sent him off alone vs some PD, and the Twist Fate worked normally.

So I went back to the previous turn, and instead of ordering the army to attack in the same turn in which I put the Shrouds on the mages, I had them sit one turn. The mages then got the icon for the start of the next turn. I ordered the army off to attack, and the Twist Fate worked correctly.

So there is a lag of one turn. A commander only gets the benefit of the Shroud starting the turn after it is equipped. I haven't checked, but I'll bet this is not specific to the S9 bless.
