If Ruin would open up his spell grimoire, he would see that the Looming Hell only affects enemies in dominion. He might also notice that Wrath of God affects all enemies, everywhere. Ruin could then note at this point that the two spells are different. One spell affects nations attacking Marignon, the other spell affects all nations.

I believe the word Ruin is looking for is is "annals". Annuls means to void or nullify, for example "The Looming Hell annulled the Maelstrom this turn." And in any case, the spirit of LA Marignon will live on in pendants everywhere.
To be honest, I am not sure why Ruin is always so angry. To be sure, he lost a Maelstrom, but that is only 80 gems and I think it has paid for itself by now. Perhaps it is a side effect of Lichdom, the constant and annoying pains from one's phantom body.
