Yes I have seen aircraft crash into hexes with infantry.

No, it doesn't do the infantry any good.

I seem to recal one incident years ago where an aircraft crashed into a hex with a tank and it cause the tank to retreat .

The test would be to fill a smallish map with lots of infantry and AA guns then sent over aircraft and wathc what happens
