It doesn't seem buggy.

Both I and Bogarus lost a scout in that province this turn. I'm sure that Bogarus can confirm that the losses you suffered are due to powerful evocation spells cast by 11 of Argatha's best mages supported by a few weaker mages. Some of those mages had gems to boost their magic as well.

Edit: Not to mention some nice foot wear. A few boots of the messenger and one set of earth boots.
