We are doing indies strength 7, correct? while practicing in SP I noticed that with indies 7+ you couldn't predict who would be the fastest expander in a full game, with indy strength 5 (default) it was always jotun and ashdod....

It seems to me that making everyone focus fire for the early game is more likely to lead to parity than letting the rushers take multiple provinces early, unless of course they have an awake SC, but then you have to pay for that.
