Yeah I'm pretty sure seeing smoke has nothing to do with FOs. It could be that your enemy is somehow shooting only a few rounds every turn, thus creating no smoke.
Doesn't sound too strange as I've had this happen in pretty much every game I've played. I'd say it's intended behaviour.
