Leaving airsorties to "XXX" accesses the internal game code for aircraft availabity. That number is variable and that's why it changes from game to game and that's why when it's set to XXX sometimes if one side buys aircraft the other side won't get any. It depends on the opponent.

If you want a fixed number of airsorties set the number for both sides however you want. If you set both sides to 4 both sides will get 4 airsorties if they have the points available to buy four airsorties

The game is functioning exactly the way it should be. There is no "bug"
