that's why if i am using Misfortune scales, i always put at least 25 pd on the province that a fortress was being built on

So, 2000 invested gold destroyed and my development set back about another 4-5 turns on top of the 2 already lost.
This is why I really hate Misfortune scales. Curse you, Fate!
