I had the same exact problem.
I had installed Dom3 on a second computer, installed a couple mods and played some of my MP turns. Then, when trying to create and play a new SP game I got the
Bad Neighbor crash. Never tried a random map.
I just reinstalled Dom3 and it appears to have fixed itself.
