I think all of us have had that problem at one time or another. On my part, I think it usually happens when I've been messing around in the mod files and did something wrong.
I might double-check that you've actually disabled the mods; mods reactivate themselves automatically when you load a game that uses them. Normally that's nice but in this case it could be causing you trouble.
