I would have to agree that probably the worst combination of national troops (Bogarus may have slightly worse troops, but these are hard to use effectively!), and bad PD, belongs to Patala.
I ran some tests with various Blesses, and even their Sacreds are not affective without support. Their normal troops, even less so.
And of course, the dreaded, "Monkey PD, Ruiner of Games, Department of Homeland Insecurity".
