IMHO if a graphic set is released on the web players can use it at leisure *as long as* they use it unmodified and in its original package - ie I can use Atrocities' Trek race sets for my PBW races but should ask him if a I want to mix some of his ships with other graphics to make a "new" shipset or use say the ship bmps as components in a mod...
