There's a spell that causes a storm in battle, by the same name. There's also the mobile storm generator items "Staff of Storms" and the unique "Tempest" to enforce it. Other than that, weather conditions are random and quite rare to encounter. You may have rain or snow, if the weather is really odd, even a storm, maybe. It might even be that they aren't encountered randomly, too, though.
