No way that I know, not in advance. You can find rain and snow, and I don't even know if it's possible to find storms around. But you can make a Storm with an Air mage (the Storm spell), or forging a Staff of Storms to give to a commander. Remember also that storms don't allow the most of the flying troops to fly, and greatly reduce precision of archers and mages.
