I am 100% certain that the TSATC editor (if you install BGC over TSATC) will edit any scenario in the game. I am almost 100% sure that ANY ATF Engine editor will edit scenarios from BGC, even the editor that shipped with the original ATF, as long as BGC is installed on top of the earlier game.
